Cell phone with unlimited texting but with a cheap price?

I want a cell phone that has unlimited text but calling that cost min. Im looking at the virgin mobile plan that says texer's deilight. it says that it would cost 19.99 and month for unlimmited texing. how much tax is added on, on every monthly bill? Is 19.99 the only price that it will be? Help please! thanks
