Why might Roman dictatorship work well in certain periods of stress?

A dictatorship -- actually in Rome "dictator" meant something very different from "emperor" -- could mobilise all factions of society in the face of a threat. The problem with such a system is there is no effective means, outside of ination, to dispose of a bad emperor.
